2007-2007 Leandro Poco


A Philippine-Registered Architect and Environmental Planner with training in evidence-based planning and design using space syntax analytical methodology coupled with urban design.

Handles practice development through the creation of project leads, working with clients in crafting of responsive service engagements.

Leads strategic planning and design from client brief, programming, highest and best use, and conceptual design development towards detailed design, engineering, coordination and tender documentation.

Mentor and train team members and helps ensure career progression and proactive learning/engagement with projects and clients. Linkedin




2009-2010, Chen Hong 陈红

Chen Hong, Executive Director of Master Planning and Urban Design division of RSP, brings more than 30 years of expertise in master planning, urban design, and architectural design.

She believes in planning and design that respects both nature and culture while creating long-term value for the whole community. With her experience across many large-scale projects in different parts of Asian countries, she brings fresh perspectives and designs that encapsulate the needs of the users and ecosystem while emphasizing the fundamentals of Singapore's planning philosophy and experience.

Previously part of the Hangzhou Qianjiang New CBD Construction & Management Committee of China, she jointly oversaw all planning and urban design work in Hangzhou CBD with a strong focus on planning research and urban design implementation of the vertical pedestrian system to create vibrant public spaces.

Chen Hong is an active advocator on sharing better planning and urban design value with audience from government, developers to academia and the general public, and also on the jury panel for a few major international competitions in China and Russia.

Chen Hong is a Full Member of the Singapore Institute of Planners, and also a National Registered Architect and Urban Planner of China. She holds a degree of Master of Arts in Urban Design in the School of Design & Environment from the National University of Singapore and has been a visiting scholar in urban planning at the University of Illinois in Chicago, USA. Linkedin


2009-2010 Ar Lim Shu Ying


Director Ar Lim Shu Ying joined HDB in 1992 as an Architect in the former Architecture Department with a B. Arch from NUS.  She was awarded the HDB postgraduate scholarship and attained her Master Of Arts (Urban Design) in 2010.

Since 2012, she has been leading the Urban Design Department to carry out comprehensive town planning work (including master planning, rejuvenation and redevelopment studies), and oversees the urban design of HDB’s Government Land Sales sites and housing developments.  Her department also coordinates the facilities tender programme and integrated development projects.   She was the Project Director who oversaw the Master Planning & Urban Design of Bidadari Estate.  She is currently leading her team to work on the master planning of a few other areas in HDB towns (including the Ulu Pandan estate), planning and urban design projects under the Health District@Queenstown and the Queenstown Remaking Our Heartland projects.  She has been co-opted into the Singapore Institute Of Planners (SIP) Council since 2019 as HDB’s representative serving in the Council. 

Prior to her current appointment, she headed an upgrading unit that has seen through the formulation of many upgrading policies and programmes including the Home Improvement Programme (HIP), Neighbourhood Renewal Programme (NRP) and Enhancement for Active Seniors (EASE) Programme. In her earlier years, she was involved in the design and supervision of a variety of projects ranging from residential, industrial, commercial and park.  A few of her residential and upgrading projects had also won the Design Excellence Award.  For her noteworthy contribution to HDB, she was conferred the National Day’s Commendation Medal in 2008 and Long Service Award in 2018.



2009-2010  Arjun Rosha (India)

Upon graduation from the MA(UD), Arjun has been associated with DP Architects. Having worked on large scale masterplans such as Lusail, Doha and Guangzhou knowledge city, Arjun has been in the pursuit of understanding how architecture and the urban realm can be cohesively and meaningfully integrated.

Arjun was seconded to the DP Malaysia Studio between 2017 to 2019. Working on large scale commercial projects amongst other typologies.

In 2022, in aligning with the firms expansion into India, Arjun has been heading the DP Delhi NCR studio, where he is using the opportunity to create meaningful public spaces that contribute to the social fabric.

Arjun is also an active member of the urban designers Institute of India, while being a registered Architect with the council of Architecture India. He is also pursuing his Architectural registration with the Board aid Architects Singapore and LEED GA credentials. Linkedin


2009-2010 Yan Liang Tan

An Urban Planner by vocation, Architect at heart and Data Analyst by passion, Yan Liang enjoys solving complex urban problems and shaping community-centric places using new digital approaches.

Yan Liang is currently Deputy Director (Urban Transport Planning) of the Housing & Development Board, with over 10 years of relevant work experience in Urban Planning and Architecture. Bringing his expertise in planning, urban design and urban analytics, he has been actively involved in several masterplanning and rejuvenation projects across HDB townships. Some examples include the award-winning Punggol Town Master Plan, Tampines North Master Plan, and Rejuvenation of our Heartland Programme in Woodlands. Linkedin


2009-2010, Ratna Delia Octaviana

Ratna started her career as an urban planner with RSP Master Planning team. Currently, she is a Senior Associate with 15 years of experience under her belt. She has accomplished various large-scale projects in China, Russia, Africa, and Southeast Asia countries with government as well as private clients. Her portfolio includes strategic national importance such as the award-winning Yuzhong Eco Innovative City, Indonesia’s Rempang Island Special Economic Zone Master Plan, etc.

Ratna believes that master planning is about designing with a soul. Beyond its physical and colorful plan, the space should inspire and be guided by empathy for its users. A good urban planner does not sit in a room with maps, but goes out to the street and watches the way people interact with a space. Design begins with a need and people always come first.

She is a Full Member of Singapore Institute of Planner and Member of Indonesia Institute of Architect. She is part of RSP Global Design Committee, and has been nominated by RSP for BCA Young Leaders 2021. Linkedin



2010 Lee Desiree Yu

Lee Desiree Yu is an Architect by training, an Artist by passion, and a Woodworker in her dreams. She has more than 20 years of working experience in the design and building industry. A well-rounded professional with master planning, architecture, landscape, interior design and other areas in between that needs design work. Des has taken on and continues to practice when the opportunity arises. She is a mother of 3 talented children. Loves artistry and creates art and furniture pieces alongside professional and family time.. Linkedin
